Yes it was , but you don't have to blame you're self , if that's the case...he lied to you and that other girl ... best thing i say you could do is tell that other girl and in the future remember this guy's characteristics (speech , body language and things he does/opinions) so you can remember what to be suspicious about when you meet the next guy you like...
