Aww, cutie! Well, before pictures, I'll just go ahead and make some suggestions ^^

First off, you may want to bleach it or dye it black. It's very contrasty and stands out; for your skin tone, I would suggest platinum blond, but that's just my preference. Also, black with blond highlights can look very nice.

Also, you already have the bangs down, but you may want to get it razor cut. Here are some examples of somewhere along the lines of what I'm talking about...

The first picture is probably easiest to obtain, as it doesn't require so much fussing with the back. The bottom photo, though more exciting, takes a lot of work, likely hours.
