User Cp up there. Then edit avatar. Then upload or insert URL.

User CP - Edit Signature then you insert the URL of the image it's uploaded to and add the [img] and [/img] tags at beginning and the end.

Or if the pic is on your computer (not yet uploaded) you just browse to it on that page and then upload it.
